General Resources

Tail docking - Information sheets for veterinarians and Breeders
The Prevention of Cruelty to Animals Amendment (Tail Docking) Act 2004, effective from 1 June 2004, banned the practice of cosmetic tail docking of dogs in NSW. The NSW Agriculture Animal Welfare Unit has produced the following fact sheets on tail docking:

NSW Environment Protection Authority
The NSW Environment Protection Authority (EPA) was established in 1992 under the Protection of the Environment Administration Act 1991. The EPA is active in environmental education, environmental economics, environmental research, and monitoring to prevent pollution before it occurs. The website features a current awareness page and can be searched by keywords. There are links from the EPA website to other sites dealing with various types of pollution - air, water, noise, waste, chemicals and land and to other government agencies. There are links to relevant licensing and law sites and there is the facility to report pollution concerns on-line. Publications of the EPA can also be ordered on-line.

NSW Government Website
The website of the NSW government can be searched by keyword, by selection from a menu of popular searches or by clicking on a subject icon. The range of information is diverse and comprehensive - business, culture and recreation, education, employment, emergency services, environment, health, law and justice, property and housing, rural and transport. There are links to other government sites, communities, legislation and a government directory.

NSW Young Lawyers
This website is produced by the NSW Young Lawyers - a division of the Law Society of New South Wales. It explains the role of the Animal Rights Committee and gives information on areas of current concern both generally and for the veterinary student. There are links to animal rights sites and legislation and a recommended reading list.

Australian Law Online
Australian Law Online is a website provided by the Australian government to provide access to government legal information and services. There are links to court and tribunal decisions of both the Federal and State courts. Commonwealth legislation can be accessed by a link to SCALEPlus databases and there is a link to AustLII databases for Commonwealth, State and Territory legislation and case law.

Australia's Legal System
The website of the Attorney-General's Department gives basic information on the Australian Constitution and how the parliamentary system operates at state and federal level in Australia.

Standards Australia
Standards Australia is involved in the development and distribution of technical and business standards. Its publications are available (usually for a fee) from its website. The website can be searched by subject areas and the following areas may be of interest to animal health professionals:

Physical, chemical and biological hazards in veterinary practice
An article by J Jeyaretnam and H Jones published in the Australian Veterinary Journal (vol. 78, no. 11, pp. 751-758). This article identifies the major occupational hazards faced by veterinarians and veterinary staff in Australia.

Regulatory Bodies

Australian Pesticides & Veterinary Medicines Authority (APVMA)
The APVMA operates the national system which evaluates, registers and regulates agricultural and veterinary chemicals. Before an agricultural or veterinary chemical product can enter the Australian market, it must go through the APVMA's assessment process. Publications include the Australian Agricultural and Veterinary Chemicals Management System (the Cox Report) 2003.

Board of Veterinary Surgeons New South Wales
This site is the home page of the Board of Veterinary Surgeons of NSW. The Board, constituted under Section 4 of the Veterinary Surgeons Act 1986, is responsible for: the registration of veterinary surgeons practising in New South Wales; licensing of veterinary practices; regulation of the conduct and standards of practice of veterinary science; and advertising by veterinary surgeons. As well as information about the Board, other information included on the site includes information on licensing, legislation and registration. A news section is also included on the site.

Veterinary Practitioners Registration Board of Victoria
This site is the home page of the Veterinary Practitioners Registration Board of Victoria. As well as responsibility for the registration of veterinary surgeons and regulation of the conduct of veterinary surgeons in Victoria, the Board has the following functions and powers - recognise qualifications and accredit courses of training; conduct of examinations to establish competency; and issue guidelines about appropriate standards of veterinary practice and veterinary facilities. The Web site includes information on registration, complaints procedures, and publications. The Register database of Veterinary surgeons in Victoria is also available on the site and is able to be searched by name, suburb and registered speciality.

Veterinary Surgeons Board of Western Australia
This site is the home page of the Veterinary Surgeons Board of Western Australia. The Board is an independent authority responsible for overseeing the Veterinary Surgeons Act in Western Australia. The Board has wide ranging powers and is responsible for ensuring that high standards of veterinary science in Western Australia are maintained. Information on the site is divided into 7 main categories. These are: general public, veterinary nurses, overseas veterinarians, interstate veterinarians, Western Australian Veterinarians, specialist veterinarians, and new graduate veterinarians. Selected articles from the Board's Newsletter are included in the current issues section of the Web site.

Veterinary Surgeons Board of South Australia
This site is the home page of the Veterinary Surgeons Board of South Australia. The Board is set up to administer the Veterinary Surgeons Act 1985, and its Regulations. In accordance with this Act it maintains a register of persons qualified to practise veterinary surgery, of persons entitled to be registered as Veterinary Specialists, and of incorporated companies registered as veterinary surgeons. As well as general information on legislation, code of conduct, registration, complaints and advertising, links to forms, including registration forms, are also provided.

Veterinary Board of Tasmania
The Veterinary Board of Tasmania "provides an information service to the veterinary profession with respect to the registration procedures required by the Act, together with contemporary standards of veterinary practice. The Board also provides information to the general public with respect to procedures for making complaints about veterinary surgeons."

Veterinary Surgeons Board of the Australian Capital Territory
This site is the home page of the Veterinary Surgeons Board of the Australian Capital Territory. The Board "...ensures that the interests of the public and the welfare of animals are protected; administers the Veterinary Surgeons Act 1965 for the registration of persons engaged in the performance of veterinary surgery and for related purposes; conducts inquiries as required, to ensure professional standards of practice are met; and provides advice to government agencies and interest groups." The Web site includes information on Board policies, registration and links to recent issues of their Newsletter.

Veterinary Council of New Zealand
The Coucil's mission is "to protect the public interest by regulating the veterinary profession and by promoting and encouraging high professional standards through prudent implementation of the Veterinarians Act 1994." The site includes copies of the Council's publication, reports and news items.

Agricultural Compounds and Veterinary Medicines Group
A branch of the New Zealand Food Safety Authority, the Agricultural Compounds and Veterinary Medicines Group regulates the control, importation, manufacture, sale and use of agricultural compounds in New Zealand.

    This website gives free public access to current Tasmanian Acts in consolidated form. New Zealand Legislation

  • Public Access to Legislation Project
    This website, provided by the New Zealand Parliamentary Counsel Office, provides free public access to unofficial versions of New Zealand statutes (Public, Local, and Private Acts) and Statutory Regulations. It is a temporary website and will be replaced in early 2003 by an official PCO website that will provide free public access to New Zealand legislation, including Acts, regulations, and Bills.

AustLII Workplace Relations Law Project
This page provides access to all Commonwealth and State workplace relations law. Industrial law searches are also featured on this page allowing the user to search within Australia and the rest of the world. Users of this site can browse by jurisdriction or search by using keywords and boolean operators.

Occupational Health and Safety

NSW WorkCover Authority
WorkCover NSW manages the State's workplace safety, injury management, and workers compensation systems. This website provides information on the legislative powers of Workcover NSW and the reform measures for the NSW workers compensation scheme that came into effect in January 2001. These reforms included more emphasis on injury management and return to work strategies. The Publications and Media Release sections can be searched by keyword. There is information on Occupational Health Safety, operator and testing certification, and tenders and contracts. Links are provided to related government sites, national workers' compensation sites, national and international OH&S sites, legal and employees organisations.

ACT WorkCover
ACT WorkCover is a government agency working primarily to eliminate death, disease and injury in the workplace. Their work is based on three main Acts - the Occupational Health and Safety Act 1989, the Workers' Compensation Act 1951, and the Dangerous Goods Act 1984. The website can be searched by keyword. There is a list of ACT WorkCover publications. General explanatory information is given as well as links to the relevant OH&S, Workers' Compensation legislation and other labour regulating acts.

NT WorkSafe
This department is responsible for administering a variety of legislation throughout the Northern Territory. The website provides information on what's happening in regard to Occupational Health and Safety in other jurisdictions as well as in several overseas countries. There is a wide range of Occupational Health and Safety related information including videos and current journals and information on training programs available throughout the Northern Territory. The website can be searched by keyword and there are links to related Internet sites.

WorkCover Queensland
This website provides the latest information about the services and advice WorkCover has for employers and workers. Information includes lodging a claim, an overview of Queensland's workers' compensation scheme and the available case management services. The What’s New page gives the latest information on any new events, policies, initiatives or legislation. The website can be searched from a Quickfind menu.

WorkCover Corporation of South Australia
The WorkCover Corporation is funded by employers to provide an occupational health, safety, rehabilitation and compensation system in South Australia, under two Acts of Parliament – the Occupational Health, Safety and Welfare Act, 1986 and the Workers Rehabilitation and Compensation Act, 1986. The website is comprehensive, providing information, advice and current awareness of relevant issues in English and community languages. There is electronic access to forms, training organisations and educational resources.

Workplace Standards Tasmania
Workplace Standards Tasmania (WST) is responsible for the administration of the majority of legislation which regulates business in Tasmania, including OH&S, workers’ compensation, long service leave, shop trading hours, public holidays and some occupational registrations. WST also has responsibility for many industrial relations matters. Keyword and boolean searches can be used to search the website. There are links to relevant legislation websites.

Victorian WorkCover Authority
The Victorian WorkCover Authority website has information, advice and guidance to help workers and employers comply with health, safety and workers' compensation obligations. WorkCover promotes an awareness of safety through extensive programs, education and other communication activities. WorkSafe Online provides quick links to relevant information and legislation.

WorkCover Western Australia
WorkCover Western Australia is the state's workers' compensation and rehabilitation scheme that administers the Workers' Compensation and Rehabilitation Act 1981. The website provides access to information for employers, medical practitioners, rehabilitation providers, audiometric testers, health providers, self-insurers, lawyers, researchers and workers. WorkCover On-Line Campus provides training courses for workers' compensation and rehabilitation and related topics. The website can be searched by keyword.

Financial Services

Australian Securities and Investment Commission
The Australian Securities and Investments Commission (ASIC) is a Commonwealth government body that regulates the financial services 1.2 million companies in Australia. The information for companies includes commonly used ASIC forms that can be downloaded and printed or lodged electronically. Media and information releases can be search by number, year or keyword. Other useful links include Consumer Alerts, Fido News, ASIC's monthly e-bulletin for investors and consumers, and the Gull Awards, true stories of victims of fraud and deceit.

Bankruptcy

Insolvency Trustee Service of Australia (ITSA).
ITSA is an Executive Agency within the Attorney Generals' Department portfolio. It is responsible for personal bankruptcy and insolvency law and practice, for maintaining public records and a publicly accessible register of all personal bankruptcies and insolvencies in Australia - the National Personal Insolvency Index (NPII). The website gives information on bankruptcy, alternatives for people contemplating bankruptcy, and on a range of client services available to them. There are links to ITSA publications and to media releases. Statutory forms are available for downloading or electronic lodgement.

Taxation

Australian Taxation Office (ATO)
The ATO aims to provide reliable information that is grouped together for individuals, business, non-profit organisations and for tax agents and Superannuation professionals. There is an alphabetical index. There is a link to the ATO Legal Database that contains legal and policy material to aid in the interpretation of taxation law. There are links to other Government and tax-related Internet sites.

ATP Taxpoint
Full text database of Australian taxation materials, including Australian tax reports, legislation and commentaries.

Human Rights and Equal Opportunity

Australian Human Rights and Equal Opportunity Commission
The Human Rights and Equal Opportunity is a national independent statutory government body that was established in 1986. Matters that can be investigated by the Commission include discrimination on the grounds of race, colour or ethnic origin, racial vilification, sex, sexual harassment, marital status, pregnancy, or disability. This website provides information to raise public awareness of these issues and educational programs aimed at the community, government and business sectors. Full text of all media releases 1999 - present can be accessed. There are links to national and international Human Rights organisations and resources.

NSW Anti-Discrimination Board and Tribunal
The New South Wales Anti-Discrimination Board is part of the New South Wales Attorney General's Department. It administers the Anti-Discrimination Act 1977. The website contains information about the rights and responsibilities of people in NSW in relation to anti-discrimination law. Under the Community Languages section information can be accessed in 23 languages. There are links to media releases, statistics, speeches and publications. There are also links provided to assist further research into Human Rights issues.

WageNet
WageNet provides information about wages and conditions of employment in Australia for work that is covered by federal awards and agreements.

Fair Trading

NSW Department of Fair Trading
The Department of Fair Trading website provides information and assistance on consumer issues, motor vehicles, home building and renovation, credit, property and tenancy issues, as well as co-operatives, licensing, associations and business name registration. There is a link to Department of Fair Trading publications that can be downloaded or ordered on-line. The section on the Media can be searched by keyword or date. The Department administers over 45 pieces of fair trading legislation and publishes papers and reports on laws that are being reviewed.

Victorian Department of Justice
The Department of Justice in Victoria coordinates government activities concerned with reform, administration and enforcement of the law in Victoria. The information given on the website is diverse and covers areas such as family matters, business, consumers, courts and tribunals, dispute resolution, fair trading and safety. There are links to media releases, statistics and publications. Various forms used by the Department can be downloaded and printed.

Commonwealth Ombudsman
The Commonwealth Ombudsman operates through a wide variety of dispute resolution and complaint schemes to assist consumers to settle their differences with suppliers of goods and services informally and quickly. There are also a number of industry ombudsmen who deal with consumer complaints especially in industries such as telecommunications, energy, banking and insurance. Industrial Relations

Australian Industrial Relations Commission
The focus of the Australian Industrial Relations Commission website is to provide the latest AIRC decisions, awards, transcripts and related information. The website arranges the content for different readers, such as students of industrial relations and the media. The search tab leads to text searching of decisions, awards, transcripts and other AIRC/AIR documents. Decisions can also be searched by keyword.

NSW Department Commerce: Office of Industrial Relations
The NSW Department of Industrial Relations offers a wide range of services to its customers in rural and metropolitan NSW in the areas of compliance, equity and workplace reform. The website gives information about reforms in the area of industrial relations brought about by the Industrial Relations Act 1996. There is a collection of resources and materials for students and teachers in the field of industrial or employment relations.

Recommended Research Databases and Indexes

AustLII
The Australasian Legal Information Institute (AustLII) provides free Internet access to Australian legal materials. It contains consolidated copies of all Commonwealth and State Acts with the exception of Appropriation and Supply Acts. It also covers Commonwealth and State case law. The database can be searched by keywords, phrases, document and Act title, and boolean search. There are links to other Australian and international databases for legal material. Instructions are given for the Acts to be downloaded in RTF or ASCII format.

SCALEplus
SCALEplus is the legal information retrieval system owned by the Australian Attorney General's Department. It covers Commonwealth legislation only. Information can be found by browsing or from the index and there is the facility to do both keyword and boolean searches. The material may be downloaded, displayed, printed and reproduced for personal and non-commercial use.
